Understanding the Malus Écologique for Used Car Imports in France

Importing a used car to France is an excellent way to source high-quality, value-for-money Left-Hand Drive vehicles. However, registration requires navigating French environmental regulations. One of the most critical aspects to plan for is the "Malus Écologique"—the environmental tax levied on vehicles with higher CO2 emissions registering in France for the first time.

What is the Malus Écologique?

The "Malus Écologique" (ecological penalty) is a carbon tax designed to discourage high-polluting vehicles and promote cleaner transport. It is paid at the time of your Carte Grise (registration certificate) application. Crucially, it applies to both new and used cars registered in France for the first time, regardless of whether they were bought locally or imported.

The Used Car Discount (The 10-Year Rule)

The good news is that for used vehicles, France applies a substantial discount based on the age of the car since its first registration abroad:

For every year that has elapsed since the vehicle's first registration abroad, the original malus tax is discounted by 10%.

This means that if a car is exactly 4 years old, you get a 40% discount off the original malus. If the car is 10 years or older from the date of first registration, the malus is reduced to 0% (making it completely exempt!).

How is the Malus Calculated?

The malus calculation is based strictly on your car's CO2 emissions, measured in grams per kilometer (g/km) under the European WLTP testing standard. You can find this official CO2 figure on your vehicle's Certificate of Conformity (COC) or section V.7 of the foreign registration document.

The French government publishes an official scale (grille du malus) each year. The tax scale increases aggressively with higher CO2 levels. However, two important caps protect buyers:

  • The malus amount cannot exceed the maximum cap set for that specific registration year.
  • The 50% Cap: The total malus ecological tax is legally capped at a maximum of 50% of the vehicle's current market value, preventing the tax from exceeding the price of the car.

Does it Differ for Businesses vs. Individuals?

No. The malus écologique is calculated using the exact same technical parameters, CO2 scales, and age discounts whether you are importing the vehicle as a private individual or under a registered company. Both entities pay identical rates based purely on the car's engine emissions.

Are There Any Exemptions?

Yes, several vehicles qualify for a full exemption or significant reductions:

  • Electric & Hydrogen Vehicles: 100% exempt from the malus écologique.
  • Wheelchair Accessible Vehicles: Vehicles registered or modified for disabled passengers are completely exempt from the tax, regardless of their emissions.
  • Large Families (Familles Nombreuses): Families with 3 or more children can claim a CO2 tax reduction of 20g/km per child, which often reduces the malus tax to zero.
